The flag used by the Archbishop of Malta consists of two equal vertical stripes, yellow in the hoist and white in the fly.
The Archbishop of Malta, is entitled to fly the papal flag per pale gold and silver but the incumbent does not appear to do so.

According to the Maltese Government's flag webpage, this flag has 2:3 proportions. However the papal flag is 1:1 (and bears the Vatican arms). Which of both proportions is correct for the Archbishop's flag?

The archbishop's flag in the publication referred to earlier is in the ratio 2:3. As shown on page 6, it is without the papal arms and is yellow and white per pale.
