Municipal flag of Negotino

The municipal flag of Negotino (18,341 inhabitants) is in proportion 2:3, horizontally divided yellow-red-yellow (1:3:1), with six yellow disks placed 3+2+1 in the red stripe.
I suppose that the discs form a grape and that Negotino is a wine-producing center.
