I have got a fax from the North Korean embassy (cultural attaché) answering my request for more info on this flag. According to this fax the flower is a "Magnolia", the North Korean national flower.
This article reports on the adoption (in 1991) of the national flower.
Obviously, the actual species is called Magnolia sieboldii.
