The city symbol represents a stylized version of the first character of Naha (ナ), on a blue field. The circular design appears to represent the unlimited potential of the city.

Adoption date of emblem: Dec 19 1921 by Notice No 38; a stylized katakana Naha ナハ; diameter of the emblem: 7/10 flag height
Nozomi Kariyasu, 20 February 2006

The emblem consists of the katakana na ナ forming a circular shape with a vertical line and the katakana ha ハ forming two halves of a circle inside the larger one. As noted above, according to the website (not the notice from 1921) the circular stylised characters express infinite growth/development of Naha City (那覇市 Naha-shi).
