Nabari city adopted its emblem on 1 June 1954 by Notice No 28; flag adopted : 2 October 1972 by Notice No 21 (link in Japanese)

colour of emblem: white; height of emblem: 2/3 flag height; a stylized kanji Na 名

The colour of the field is described as violet (Chinese bellflower colour).
Regulations concerning the use of the emblem can be found at
the city website,
but I didn't see anything about use of the flag.
