The emblem is a stylized kanji Kawa and Guchi.

Adopted by Notice No. 49. The emblem was adopted on 18 September 1933, Notice No 70. Although I didn't find this written anywhere, as Nozomi says, the emblem has a stylised kanji kawa (river), forming a circle around a stylised kanji guchi (mouth, entrance).
