The flag is described by Notice No 4, 28 Feb 1995. My understanding is that the flag features the village emblem in green (Mansel 2.0G4.2?9.8) on white, rather than vice versa. The village emblem is defined at the village website (in Japanese), with the adoption date given as 1 April 1963.

At Asahi-net (in Japanese), the emblem is explained as a stylised hiragana to と shaped as the gamma ? (γ) of gamma-radiation, and the waves of the Pacific Ocean. (The page gives as its source the 2000 village handbook/summary.)
