The city emblem and flag are described by Notice No 33, 10 July 1980. The emblem is a stylised katakana ka (カ, arranged as the wave crests of the sea at Kashima and symbolises the rapid progress and development/growth of the city and the harmony and unity of the citizens.
The notice states that it comes into force from the day it is proclaimed. I don't quite understand why it also mentions a Notice No 56 from 1 September 1995, and says this notice comes into force from that date. Perhaps Nozomi can explain?
The flag is also depicted at city website (in Japanese), where it says that the
emblem was selected in 1966, following a public competition.
