Regional Council Zvulun unites 13 settlements on the eastern side of Zvulun Vulley (Haifa Bay) between the Carmel mount sloops and Lower Galilee, in the region of the biblical Zvulun tribe. The Regional Council does not have an official flag. The flag used is the logo on a white field.
