Local Council Kisra-Sammia'a is situated in a mountain area of the Western Galilee region, south of Ma'alot. It was founded in 1991 by joining two villages following the disolvement of Regional Council Merkaz ha'Galil (Central Galilee). Pop. 5,200 of which 80% Druze, 18% Christians and 2% Muslims.

I was told that in case a flag is needed an emblem on white is used. (...) When I visited Kisra-Sammia'a on 19 September 2001 no flag was spotted (...). The municipal emblem was published in the official gazette (Rashumot, Yalkut ha-Pirsumim), YP 4558, 17 August 1997.

When I re-visited Kisra-Sammia'a on 8 October 2001 the flag was hanging proudly above the city hall, together with the national and Druze flags. It is indeed a blue monochrome emblem on a white flag with blue borders.
