Local Council El'ad (meaning Forever God) is situated in central Israel, SE to Petakh Tiqva and south to Rosh ha'Ayin. Est. in 1997 and got 12,000 inh, all religious Jews. I was told (second hand information only) that in case of need an emblem on white is used. Flag only probable until confirmed. The municipal emblem was published in the official gazette (Rashumot), 'Publications Gazette' section (Yalkut ha'Pirsumim), YP 4843, 17 January 2001.
