Overview

I saw this flag on the City Hall of Budava'r (Budapest I. district).

It also flies on the two entrance gates of the upper city of Buda, and I guess it shows the limit of the Budavar district (does Budavar exactly match the upper city of Buda?). The toll gates are also painted in yellow and red. So the flag might have been the flag of Buda before the merging of Buda and Pest in Budapest.

Budavár is a district of Budapest Capital (I. district) in Hungary on the right bank of the Danube. The district has got 30.251 inhabitants (1990 census), nearly all of them are Hungarians. Six of the Official Ethnic Minorities in Hungary has ethnic council in the settlement: Gipsy, Polish, German, Armenian, Serb and Slovakian. Neighbouring settlements are: Budapest II., Budapest V. - Belváros-Lipótváros, Budapest XI. and Budapest XII: The parts of the district are: The Castle Hill (Budavár), Krisztinaváros, Víziváros and Tabán.
The territory of the district is inhabitant from the Stone Age. The castle and the city was built by King Béla IV. after the Mongolian Invasion. The new fort and city became to the center of the country. In the Middle Ages Buda was one of the Hungarian Royal Cities. Between 1541 and 1686 the city was under Turkish rule. In 1703 Buda became Free Royal City again. In 1873 the city was unified with the Free Royal City of Pest and the Town of Óbuda to Budapest. The last sieges of the castle were in 1849 (at the time of the Hungarian Revolution and Independence War by Hungarians) and in 1944 (in the WWII by the soviet Red Army). The territory of the district is very rich in historical and cultural monuments and buildings.
The flags and the CoA was adopted in 14th of November 1995.

There is a new and valid decree from 1995 replacing an old decree from 1994. Why did they change the symbols?
I think the new mayor in 1995 readopted the original symbols of Buda city.

1994 Legislation

Here is the official decree:
"Council of the Community of Budapest Capital I. District No 21/1994. (VII.1.) Order about the foundation and usage of the Coat of Arms and the Flag of the I. district of Budapest.
The Council of the Community of Budapest Capital I. District creats the next order based on the authorization given by the 65th Act of the year 1990. 1st Article 6th Paragraph "a" Point, about the symbols of the community and about its usage.

1.§. The Symbols of the Community
Symbols of the community, symbols relate to the historical past of the district: the coat of arms and the flag.

2.§ Description of the Coat of Arms
The Coat of Arms of the Community:
Standing disc shield with a round support. In the upper field which is divided into a blue and a red part is a gold lion stepping right with gold tongue; in his left arm there is a red flag  on a diagonal gold flagstaff; in the lion's right arm there is a little triangle shield (...). In the red field of this little shield there are three silver stripes, on the top of this little shield there are two silver tower roofs with three tops. In the lower red field of the great shield there is a floating castle with  a gate opening  in two directions, iron bars lowered to halfway and three towers, on the top of the towers there are red bricks; and the windows of the towers are black.

3.§ The rules of the usage of the Coat of Arms
(1) The Coat of Arms as a decorating and relating symbol could be used
(a) On the seal of the Community
(b) On the flags of the Community
(c) On letter-papers and envelopes of the Community, the Mayor, the Deputy Mayors and the Town-clerk.
(d) On the honorary diplomas, memorial leaves and medals given by the Community
(e) At the entrance of the building of the Mayor's Office, in the council room and other protocol rooms
(f) At the entrances of the institutes of the Community and in their leader's offices
(g) On the publications about the life of the Community, invitings and souvenirs published by the Community

(2) The seal showing the Coat of Arms of the Community could be used in relationships to other communities inside and outside of Hungary, to certify agreements and contracts and to certify orders about the functions and the organizational statues of the Community and to certify the honouring documents.

(3) The seal showing the Coat of Arms of the Community could not be used at official procedures.

4.§
(1) The Coat of Arms could be made smaller only if its picture is authentic.
(2) If the representation of the original colours of the Coat of Arms of the Community is impossible, than the representation could be made only with the colours of the matter. At this time it has to keep the rules of the heraldry.

5.§ Description of the Flag
(1) The horizontal flag of the district is silver with red-blue wolfteeth on the three edges. Ratio 1:2. On the field, near the flagstaff could be put the Coat of Arms of the district, above the shield is the inscription: BUDAPEST I. KERÜLET.
(2) The VERTICAL flag of the district is silver with red-blue wolfteeth on the three edges, and silver fringes. Ratio 1:2. On the upper side of the field could be put the Coat of Arms of the district, above the shield is the inscription: BUDAPEST I. KERÜLET.
(3)  The colour of the flagstaff is the colour of the wood.
(4) The flag of the Community is in the Council Room of the Mayor's Office.

5.§ The usage of the Flag
(1) The flag could be used
a) At the time of the national holidays with the flag of the Republic of Hungary
b) At the time of the important events, festivals and programmes of the district or the capital with other official flags
c) On the sessions of the council of the community on the place of the session.
d) In the mourning of the nation, the capital or the district with the black flag.
e) All events which has the relation to the district or organized by the Community.
(2) To the granting of the creating the flag have been used the rules regarding to the Coat of Arms.

7.§ Illegal using
Somebody using  the symbols of the Community illegal to insult the community, commits an offence and he could be fined to 10.000 Fts.

8.§
This resolution becomes effective on the day of its proclamation.

1995 Legislation

Council of the Community of Budava'r No 21/1995 (XI.14) Order about the Coat of Arms and the Flag of the I. district of Budapest and about its usage (in the integrated construction with the modifying No 5/1999 (III.29.) and 6/2000 (IV.3.) Orders)

1.§. The Symbols of the Community

The Coat of Arms of the Community: In the red shield there is a floating castle with three towers, with   a gate opening   in two directions, and iron bars lowered to halfway. On the shield there is the Hungarian Holy Crown.

3.§

(a) On the seal of the Community

District

(2) The seal showing the Coat of Arms of the Community could be used in relationships to other communities inside and outside of Hungary, to certify agreements and contracts and to certify orders about the functions and the organizational statues of the Community and to certify the honouring documents.

(3) The seal showing the Coat of Arms of the Community could not be used at official procedures.

4.§ Description of the Flag
The Flag of the district is the horizontal red-yellow-red-yellow-red-yellow-red stripes.

5.§ The using of the Flag
(1) The flag could be used
a) At the time of the national holidays with the flag of the Republic of Hungary
b) At the time of the important events, festivals and programmes of the district or the capital with other official flags
c) On the sessions of the council of the community on the place of the session.
d) In the mourning of the nation, the capital or the district with the black flag.
e) All events which have the relation to the district or organized by the Community.
f) On the buildings where the mayor, the deputy mayor, the clerk or the deputy clerk lives, if the building is in the district. g) Contiunally on the buildings of the Community and its institutions, on the Gate of Vienna (Ba'csi kapu), on the Da'sz Square and on the Bastion of Fehe'rve'r.

(2) To the granting of the creating the flag the rules regarding to the Coat of Arms have to be used.

6.§ Illegal using
Somebody using   the symbols of the Community illegal (-), commits an offence and he could be fined to 20.000 Fts.

7.§
This resolution becomes effective on the day of its proclamation, and the Resolution No. 21/1994. (VII.1. of the Council of the Community of Budapest I. District about the foundation and usage of the Coat of Arms and flag of the I. district will be repealed.
