In 1963, when Federative People's Republic of Yugoslavia was
renamed into Socialist Federative Republic of Yugoslavia,
People's Republic of Croatia was consequently renamed as
Socialist Republic of Croatia (Socijalistička republika
Hrvatska). It continued to use previous flag and coat-of-arms of
PRC, adopted on January 18, 1947.
Excerpts from the Constitution of the Socialist Republic of
Croatia, adopted on February 22, 1974:
Chapter I Article 6th - The coat-of-arms of the
Socialist Republic of Croatia is field encircled with two golden
bundles of grain spikes. In the lower part of the field is an
iron anvil. Above it the main sea gently heaves. From the sea
raise historical Croatian arms and above them is the sun. In the
lower part bundles of grain spikes are joined and interlaced, so
their composition surrounds the base of the anvil. Between the
top of the spikes is a five-pointed star with a golden lining,
which has its lower legs directed to the field of the
coat-of-arms.
Article 7th - The flag of the Socialist Republic of
Croatia consists of three colours: red, white and blue, with red
five-pointed star in the centre. The relation of width and length
of the flag is 1:2. The colours of the flag are placed
horizontally in the following order from the top: red white and
blue. Each colour covers one third of the flag width. The star
has a regular five-pointed shape and a golden (yellow) border.
The central point of the star corresponds with the point of
intersection of the diagonals of the flag. The upper arm of the
star enters up to one half of the red colour of the flag. The
lower legs of the star are also getting the adequate place in the
blue colour of the flag.

It should be noted that the width of the yellow outline of the
star is not defined in any way - nither the fact if the measures
of the star described above include it or not. However, my
opinion is that the border should be considered here as if it
were stiching on a flag - that would come helf its width over the
red star and half over the field. In the other words what is
described regarding the size of the star mighte be sayd so - the
star is inscribed in a (imagined) cricle with center in the
middle of the flag and with diameter 2/3 of hoist. (Middle of the
flag is, of course, the point in which the diagonals are
intersecting)
