I located a site (in Croatian) with image and information
about the flag of Valike Gorice: the site is <public.srce.hr/~markruz/zastava.html>.

Velika Gorica gained the status of a city in the new
territorial division of the Republic of Croatia in 1995. The coat
of arms and the flag of Velika Gorica are adopted on 22 July
1997: Sabre, oxen rampant Argent holding in forelegs a house of
the second roofed Gules. In chief, sinister a crescent of the
second, dexter three mullets Or one above two.
The extinct kind of oxen Tur (Bos primigenius) gave name
to Turopolje - a wide plain which the city covers today.
The building in its forelegs is the town hall of Turopolje (today
a museum), of the medieval Noble community of Turopolje. The
crescent and stars are taken from the coat of arms of the
Community. The red colour of the flag is chosen as the
traditional colour of the Turopolje noblemen.
