Overview

Hrvatska Kostajnica is a city in Sisak-Moslavina County on Una river on the border with B&H. On the other side of Una in B&H is Bosanska Kostajnica. (In rest of the message I use simply Kostajnica to mean Hrvatska Kostajnica.) In the administartive reform in 1993 Kostajnica got status of a community, but the city status was reverted in 1997.
The flag usage is confirmed in several siteing of the flag on TV reports from Kostajnica on various occasions in last three years. The county official gazette from 2000 forward is available on <www.glasila.hr>, where one can find the new Statute and an amendment to decision on the cioat of arms and the flag (which is of not much concern to us here, amending some minor usage details): Statut Grada Hrvatska Kostajnica, 14.09.2001, Službeni vjesnik, br. 16/01. However, in a decision perimiting the use of symbols by some local company the original decision on the coat of arms and the flag is refered: Odluka o grbu i zastavi Grada Hrvatska Kostajnica, Službeni vjesnik Grada Hrvatska Kostajnica, br. 15/97 i 3/99; prema SV 15/2000, str. 569. I was not yet able to get the text of that decision.
The coat of arms is modernization of the coat of arms granted to the city in 1893 by Emperor and King Franz Joseph I. The coat of arms showes a three towered fortification with a wall in base forming a golden yard in which is standing a lamb carrying a flag. The three towered fortification is the fort of Kostajnica situated on an island in the river Una. Image of the CoA is based on rather fuzzy original, so probably not that precise after all.
The flag is blue with the coat of arms in the middle.
Finally, one may mention that the name Kostajnica has root in word meaning chestnut, and that an anually chestnut festival is held in authom there that inculde gathering of the chestnuts in the woods surrounding the city. The chustnuts, apparently, do not come into these symbols of the city.
