Blue flag with the presidential coat of arms, border red-white. Coat of arms is a 5x5 red-silver checquered shield (spanish type) surrounded with 5 rhombic shields, 2 left, 2 right and one below. The shields are of:

Slavonia
Blue with two silver rivers, red field in-between with walking marten, golden six-pointed star over the rivers.
Istria
White goat on blue, with red horns and hoofs.
Dalmatia
On blue three golden crowned leopard's heads 2:1.
Dubrovnik
Two red horizontal bars on blue.
Oldest Croatian
On blue a silver crescent under a golden six-pointed star.

There are golden and silver fringes hanging from all shields. Over all there is a red-silver-blue lace with golden letters RH.

The flag is used by the President of the Republic, and is often seen on the president's car, press conferences, receptions etc.
It is convenient to mention here that this flag and coat of arms, as also the Croatian national flag and coat of arms were designed by Miroslav Sutej, an academic painter from Zagreb, in 1990. Of course, the coat of arms of Croatia, and other coats of arms enclosed in it are much older, some of them being from the XI century, and using motives even of pre heraldic origin (see: Croatia - Coat of Arms).

These are page of the Ministry of Defence, and this is the section in memoriam to late Minister Gojko Susak. The photo you pointed out is, if I'm not much mistaken, the scene from the 1995 military parade on the stateshood day (30 May), and show the moment what the President (seen from back, in his uniform of the supreme commander of Croatian Defence Forces) came to the parade wellcomed by the late Minister.
The car flags are very well visible, the one to the left (of the car, close to the photographer) is the presidential standard, and the one on right the national flag.
