Overview

The community of Dekanovec was formed in 1997 by secession from the community of Domašinec. I don't have the census figures, but it couldn't have much more then 1,000 inhabitants. It is situated some 10-15 km NE from Cakovec.
The source for the symbols are three article from local newspapers available on-line at Medimurske novine, <www.mnovine.hr>: "Opcina Dekanovec - Dobili grb i zastavu", Medimurske novine, br. 397, 16.04.2003. "Opcina Dekanovec - Ostavština Florijana Andrašeca osnova za izradu grba i zastave", Medimurske novine, br. 391, 05.03.2003. "Opcina Dekanovec - Tko ce sanirati oštecenu crkvenu ogradu?", Medimurske novine, br. 398, 23.04.2003.
The symbols chosen by the community refer to Florian Andrijašec, the most famous person from Dekanovec, a musical pedagogue and gatherer of the folk music of the region. The symbols are designed by Heraldik art d.o.o. from Rijeka (the company that designs most of the Croatian local symbols, but not for all of the I have clear indication that they made it.
The coat of arms of Dekanovec is azure a clarinet proper and a feather argent in saltire. The flag is blue with the coat of arms bordered yellow in the middle. The ceremonial flag is blue with the coat of arms in the middle, the name of the community above and floral ornament below ending with three tails with tassels.
Astistical details are extrapolated from a small photo in the sources, so they are limited in accuracy! (especially the ornament in the ceremonial flag).

In the mean time I located an official source on the flag: Odluka o zastavi Opcine Dekanovec, 7. 4. 2003. Službeni glasnik Medimurske županije, br. 02/03. <glasnik.zupanija-medjimurska.hr>.
It is not clear to me why there is a separate decision on flag, since it is clear from abovementioned newspapers that the coat of arms and the flag are adopted simulateneously. Possibly the original decision on the coat of arms adopted earlier did not include anything on flag, or the flag was defined differently (so this decision rectifies it according to requirements from the Ministry?). Oddly, the decision does not mention the previous decision on the Coat of Arms at all.
The decision defines the "normal" flag as well as the ceremonial one. It claims that the graphical representation for the two flags is an integral part of the decision, but unfortunately the gazette does not include it.
The official gazette site, unfortunately, for now includes only three issued numbers of the gazette, 1 though 3 of 2003. Hopefully more shall be added eventually.

The decision: Odluka o izmjenama i dopunama Odluke o zastavi Opcine Dekanovec, 29. 3. 2004. Službeni glasnik Medimurske županije, br. 05/04 at <glasnik.zupanija-medjimurska.hr>, changes the wording of the description of the flag as well as some penal prescriptions, however, no substantial changes.
