I was browsing trough the William Crampton's book "The
Complete Guide to Flags" (1990) when I noticed this air
ensign The ensign is light blue, with white fimbriated dark blue
cross, with national flag in canton.
The image is based only on written decription from Cramptons
book, so possibly the proportions are not as they should be.
However, it is quite obvious that this civil air ensign is based
on similar British one, so I have used the proportions of that
image

The size of the crosses (white & blue) are supposed to be
the same. They are to be about 1/7 of the width of the flag
(width of the white cross). The overall proportion should be 3:5.

In your image the vertical and horizontal arms of the cross
have different width. Perhaps the effect is due to an
unproportional resize of the image.

Let's do some maths : the national flag in the canton must be
3:5, so the overall dimension of this ensign should be 3+1+3=7 by
5+1+5 =11.
