The Shadow Guard is the principal villain, and a fairly typical global-domination-seeking outfit. I am unaware of the meanining of the symbol.

The Kingdom of Symphonia, the flag appears in episode 39. White field, blue border w/ gold semicircle pattern on three sides. Gold fringe on fly side. In the center a turqouise Maltese cross superimposed over a pair of diagonally crossed light blue swords w/ navy-blue hilts, pommels & handguards.
