pennant with white square panel at hoist containing the customs
emblem. The panel is 6x6 units, i.e. each stripe is 2 units
wide. The construction along the length is 6+24+25 for an
overall ratio of 6:55.

A rectangular Finnish civil ensign with the customs emblem
in the canton. The emblem consists of two black Caduceus in
saltire an the Finnish coat of arms over the top. The emblem
is, I guess, related to the similar Russian emblem that was
known in Finland until independence. The emblem height is set
to half the white canton height.
