In Fahnen, Flags, Drapeaux (Proceedings of the XVth
International Congress of Vexillology, Zurich, 23-27 August 1993
[icv93]), there is a paper by Carole
Lager entitled Le drapeau européen, histoire et
symbolisme (The European flag, history and symbolism) [lag99].
Lager's paper includes a colour plate showing proposals for the European flag, originally published by P.M.G. Lévy and P. Martin, as Un drapeau pour l'Europe (A
flag for Europe) in Saisons d'Alsace, 1950, #3.
The two first flags showed on the plate are those of the two private European movements which existed in 1950:
The other proposals shown on the colour plate are unfortunately not discussed by C. Lager and will be presented below and in Part II without further comments but a short description.
Ivan Sache, 6 January 2000
