The emblem is described (but not shown) in Dorling-Kindersley flag
book [udk97] as follows:
"The state coat of arms is based on the well-known local emblem of
the 'Hand of Fatima'. It also contains the crescent and star of
Islam, alongside symbols reflecting both agriculture and industry".

The embassy of Algeria in Tokyo has informed me that the official seal of Algeria with Arabic writing was adopted on November 1st 1976. Actually the change from French to Arabic occurred when Algeria adopted the National Charter in 1976. At the time Algeria decided that the national language had to be Arabic instead of French.
