Adopted 23.08.1989, according to Dirk Schönberger's Administrative Divisions of the World website. From Ralf Hartemink's International Civic Arms website:

The former arms were granted on October 11, 1954. The deer is derived from the arms of the County and city of Sigmaringen, known since 1300. The largest part of the [administrative] county [i.e. Kreis] historically belonged to this [historical] County [i.e. Grafschaft]. The base of the arms shows the arms of the Hohenzollern family and symbolise the influence of this family in the area, as well as the incorporation of the larger part of the county into the Principality of Hohenzollern from 1803 until 1850.

The new arms were granted on June 9, 1978. The new arms combine the deer with the bar of Austria, as a large part of the former Saulgau county [Kreis Saulgau] historically belonged to Austria.
