Adopted 21.06.1989, according to Dirk Schönberger's Administrative Divisions of the World website. From Ralf Hartemink's International Civic Arms website:

The arms were granted on November 5, 1975. The arms are a combination of the eagle taken from the arms of the former county of Aalen, the lion of Schwäbisch Gmünd and the staff for the Abbey of Ellwangen. The county was made up from the two older counties and the staff was added as the Abbey had many possessions scattered over the present county.

Literature: Stadler 1964-1972 [and H. Bardua, Die Kreis- und Gemeindewappen im Regierungsbezirk Stuttgart (County and Municipal Arms in the Stuttgart District), Theiss, Stuttgart, 1987].
