Representations of Olomoucký and Liberecký krajs made decissions about symbols, so now they are together with Karlovarský kraj awaiting  the official grant of the symbols. Olomoucký Kraj arms contains territoral emblems of Moravia and Silesia with blue wavy band (no doubt for Morava River) running through the fields of "golden" Haná and an element of City Arms - letters SPQO. No reports about image of flag - perhaps armorial banner, see here. In this moment no kraj has official symbol - all these depictions are proposals.
Ales Krizan, 29 May 2001

If the COA on the Olomoucky kraj website is the adopted one, the future flag should look something like this.
Pascal Gross, 29 May 2001

I guess 'SPQO' stands for 'Senatus PopulusQue Olomouci' (or something near it).
Santiago Dotor, 30 May 2001

Yes, you're right. The letters SPQO are an allusion to the tradition of the Roman origin of Olomouc.
Jan Zrzavy, 30 May 2001

According to Petr Exner, four regional COAs (and BOAs) were discussed and supported by the parliamentary heraldical-vexillological subcommitee. They are Karlovy Vary, Pardubice, Zlin, and Olomouc Regions. At present, it is not clear whether regional symbols will be approved all at once or step-by-step.
Jan Zrzavy, 2 Jun 2001

Description of the first four flags of the regions of the Czech Republic that have bee approved by the parliamentary
heraldical-vexillological subcommittee. Note that they are still proposals (as they have not yet been officially declared by the chairman of the House of Representatives) and that some details are not clear (some regions sent to the subcommittee only the proposed COAs and their 'translation' to the armorial banners is not always unequivocal).
Olomouc Region (Olomoucky kraj): The flag is quartered. The upper hoist field is blue with a red-white checkered eagle with yellow crown, beak, and legs. The upper fly field is yellow with a black lion with yellow crown, red beak and red legs, with a
white perisonium with a central cross and two terminal trefoil. The lower hoist field is yellow with a blue wavy diagonal stripe ("descending"). The lower fly field is blue with yellow letters S, P, Q, and O (SP above QO). Ratio 2:3.
Jan Zrzavy, 6 Jun 2001

According to recent message from Petr Exner, the chairman of the House of Representatives of the Parliament of the Czech Republic has approved (June 27, 2001, decree No. 87) symbols of the Karlovy Vary Region ("Karlovarsky kraj"), Pardubice Region ("Pardubicky kraj"), and Olomouc Region ("Olomoucky kraj"). Their COAs are the same as in Czech Vexillological Pages; some details of their flags have to be defined because the "translation" of COA into flag is not unequivocal (Karlovy Vary Region - number of peaks of the wavy stripes, Pardubice Region - width of the wall).
Nevertheless, there are three regional flags within the Czech Republic, not proposals.
Jan Zrzavy, 10 Jul 2001

Today the speaker of the House of Representatives of the Parliament of the Czech Republic delivers COAs and flags to first three regions (Karlovy Vary Region, Pardubice Region, Olomouc region).
Jan Zrzavy, 14 Aug 2001

The new issue of "Vexilologie" provides a paper by Petr Exner and Pavel Fojtik about Czech regional flags, with some more details.
Olomouc Region - the width of wavy stripe should be 1/10 of the flag length and the wave should have three 'tops' (/\/\/\). In the attached image, the stripe starts from the hoist margin of a flag (not from the upper margin of the yellow field).
Jan Zrzavy, 31 Jul 2002

In looking for info about Olomouc, I came across the regional website which has the coat-of-arms ("znak") and flag ("prapor"). Here's the link:  You can download the images from this page and they come zipped with EPS and JPEG formats.
I've also attached GIFs of the emblems. I noticed that compare to the flags shown on various websites, the official flag has the eagles in the 1st and 2nd quarters widened to fill more their respective spaces intead of just using the narrower eagles from the coat-of-arms as in the FOTW images.
