In "Fahnen, Flags, Drapeaux" (Proceedings of the 15th International Congress of Vexillology, Zurich, 23-27 August 1993), edited by Emil Dreyer and Harald Müller, and published as a limited edition of 150 numbered copies by the Swiss Society of Vexillology in 1999 ([dre99]?), there is a paper entitled "A new country, old symbols; flags and arms of the Czech Republik" by Ales Brozek (pp. 85-89).
