In 2001, Canada issued in part of its maritime notes, a section entitled "Caution When Approaching Canadian Ports". This informs shipping companies of procedures to be followed in the event the Department of National Defence (DNC) has to take control of any Canadian port. The special signals used to signal the ships in the harbor or sea as to whether the port is open consist mainly of balls either lit or displayed (although a blue flag is used to identify that any movement in port is prohibited).

It is also noted that should it be necessary to inspect vessels to determine their identity or to control entry into the port, the DNC Examination Service vessels (either Examination Vessels or Traffic Control Vessels) would be identified by a special flag - blue bordered with a white and red stripe - in addition to the Canadian national flag.
