The flag is 2:3, white and blue per saltire, with the coat of arms on the center. The coat of arms was approved by law 186/71. It was designed by Wolfgang Ludwig Rau and consists of a modernistic shield with four fields. The two along the sides consist of yellow and green rays, the national colors, each with a white seagull in flight. The central triangle is light pink, the three angles representing agriculture, commerce, and mining, as do the three charges: a stalk of sugar cane, a caduceus, and a cogwheel. The lower field is sky blue with a garopaba fish, after which the city is named. (The law also ascribes Christian symbolism to the fish.) Below the mural crown that ensigns the shield is a white canoe, signifying the meaning of the Tupi words "y-gara-paba," "one who rides in a canoe."
