Potosí’s flag is based on a pennant of the
Vicunas, a factional group in the 16th century
in the war between the Spanish and Basques.

The flag of Potosí shows in some sources to be a “scandinavian quarterly”,
i.e., with the vertical division off centered to the hoist. Is this
so?

No scandinavian quarterly: the effect in the image is due to be a waved
flag. The flag is divised in four equal rectangular parts.

Is the design of the flag based on the central eschuteon of the
department’s coat of arms, although the quartering is inverted?
