Biography:
- Gymnasium (high school) Münster;
- 1920-23: study of law and political science (universities Freiburg and München),
- 1923: 1st state exam,
- 1927: 2nd state exam; assessor at the mining office (Halle);
- 1928-1939: municipal offices (Herne);
- since 1939: Mayor (Liegnitz),
- 1943: military service,
- 1944: POW;
- since 1946: scientific assistant (City library Bielefeld);
- 1948: personal assistant of the Lord Mayor (Köln);
- 1949-1960: 2nd Mayor (Trier);
- retired 1960, since that dedicated to heraldry,
vexillology and insignology.

Heraldic/vexillological work: More than 100 publications (most of
them on vexillological topics, but also on heraldry and on Hausmarken,
house signs). His main publication is the Vor- und Frühgeschichte des
europäischen Flaggenwesens [hor71];
other vexillological publications are about the war ensign of 1921, flags
of the old Reich, the flag of the Teutonic Order, flags of Oldenburg,
Helgoland, Kniphausen, Münster, Arensberg, Trier, Dortmund, Soest,
Münster, and the East Frisian colors.
